Banned but to answer your question, Big 10 universities share research across schools. IE work done at Penn State can easily be brought up by someone at Wisconsin. When Penn State joined they improved their academics significantly due to that. Schools need to carry their own weight. If a conference lets in a bunch of scrubs academically, the top tier of research schools will not want to be associated with them. I'm sure there are other reasons for the academic angle, but I believe that is one of them.
