So ron, the stimulus passed in Jan 2009. However where I am going with this is, baseline budgeting assumes the prior year spend as its baseline. In other words we added $800 billion a year in 2009 to spend through the stimulus. In 2010 Congress just assumes that they get $800 billion AGAIN in 2010...and same for 2011...and 2012. It becomes a permanent part of the budget.

This is why Bush had deficits running lower to $200 billion and Obama has over $1 trillion higher a year. We are spending the nearly $1 trillion stimulus every year.

That's the problem. Any semi rational person has to see that process as patently absurd. And yet that is roughly 75% of our current deficit now.
